I’m drawing blanks right now, but you might consider trying to contact the NASD or your b/d for options.  Some scanning/imaging programs are actually compliance approved for storage purposes, which might allow you to do away with some filing cabinets…

we use Paperport … seems to work pretty well.

I think regular ol’ Windows Explorer is good enough, with Google Desktop mixed in to track down a document when a client calls.
