Heather Harman is a Managing Director in the US National Tax practice at Andersen and has over 19 years of public accounting and government experience. Heather specializes in advising clients on complex tax accounting method and domestic business tax issues. Heather has years of experience practicing before IRS National Office handling accounting method changes and private letter ruling requests, as well as advising on issues arising in IRS examinations.
Immediately prior to joining Andersen, Heather served as one of two Legislation Tax Accountants with the U.S. Congress Joint Committee on Taxation (JCT) from 2016-2019. While with the JCT, Heather worked with key Congressional tax personnel on the development and drafting of tax legislation, including the domestic business provisions (including cost recovery, income recognition, net operating losses, limitation on interest expense, and deduction for qualified business activities (Sec. 199A) of the Tax Cuts and Jobs Act enacted in 2017. Heather also assisted in the review of large taxpayer refund claims submitted by Internal Revenue Service for JCT review.
Prior to joining the JCT, Heather was part of the national tax practices of Deloitte and EY and specialized in tax accounting methods. In her time at those Big Four firms, she was recognized as a lead technical expert on inventory methods and uniform capitalization. Heather began her career at Arthur Andersen in Chicago.
Heather has served on the Board of Directors of the Tax Coalition. She has also served as vice-chair of the ABA Tax Section’s Tax Accounting Committee and is a frequent speaker for the ABA and other events.
