Former Citigroup CEO Sandy Weill has plunked down $42 million for a penthouse at 15 Central Park West, a new luxury condominium building set to open this fall. Other floor-plan buying neighbors include: Sting, Denzel Washington, Goldman Sachs CEO Lloyd Blankfein and Third Point hedge fund manager Daniel Loeb.
