Urgent Action Needed Against Proposed Tax on Inside Build-up of Cash
Value in Life Insurance and Annuities
The Tax Reform Panel presented a report to President Bush with
provisions limiting the amount of contributions eligible for
tax-deferred growth made to a life insurance policy or annuity to
$10,000 per year.
Contact your Federal Representatives today urging them to oppose these
proposals. Now is the time to voice your position on this issue!

The tremendous and unique benefits of life insurance products are not
fully understood. Cash value life insurance is the only product that can
guarantee a family protection against the financial impact of death at
any age. The Tax Reform Panel’s proposed limits on families’ ability to
save through life insurance and annuities will expose millions of
families to financial risk.
* By year-end the Treasury is likely to provide tax reform
recommendations to President Bush. We need to provide political heat to
assure the recommendation does not include a tax on inside build-up in a
life insurance policy or annuity.
* Meetings with legislators show they do not understand the harsh
and counter-productive impacts of the Tax Reform Panel’s proposals on
life insurance. We need to make sure life insurance and annuities are
not used as a “pay-for” for other tax priorities.
* Contacting your Federal Representatives today hopefully will
encourage them to weigh in with the Treasury NOW. Congress will adjourn
by mid-December and the Treasury will follow shortly with
recommendations to the President.
