I have did a search for this and could not find an answer that fits my situation.  As stated in another post I have decided to leave my wirehouse and get back into insurace through an independent insurance company.  I have been in production for a few months.  My contract states that they will only go after training costs if I go to a competitor.  I know if I went to another B/D they would want repayment, but would they consider this route a competitor and have me repay these costs?  I will also not be attempting to take any of the firms clients, I just want a clean break because I have found that insurance suits me better than a wire.
