Some dramatic events took place in the art world in 2018. There was a stunning auction, grueling tax modifications, seized stolen antiquities, an acceptance rate of only 39 percent of valuations offered to the Internal Revenue Service Art Advisory Panel (the Panel) (museum directors, curators, art scholars and dealers who help the IRS value artwork gifts), implementation of the Holocaust Expropriated Art Recovery (HEAR) Act and a denial to artists of royalties on the resale of their works.

Alan’s background includes a bachelor’s degree in Fine Arts from The New School, New York City, studies in Appraisal and Analysis at New York University and advanced studies in Life Underwriting and Estate and Financial Planning. Alan’s membership in the Appraiser’s Association of America requires he sustain an expertise in: Legal and Ethical Aspects of Appraising, IRS Legal Guidelines in Valuation, Research methodology in Appraisal and complete familiarity with The Uniform Standards of Professional Appraisal Practice (USPAP).
