I need a non producing rep specialist?

I will be highering a non producing rep whom will be registered but again technichaly listed as non producing.  This rep will be leading me to a pot of gold.  I will pay this Non Producing rep a salary but seemingly will feel the profit of a successful practice do to her key role in exposing me to great relationships.  How do I walk the tight rope and give her the upside of a good job but not violate any industry rules such as direct commissions to a non producing rep.  Will regulators understand that her salary will be choppy in payment as my commissions will be choppy as to fund her salary,Or will this type of irregularity raise red flags that could be misunderstood as shareing in commision.  I want to make sure I am protected and not stepping into the red
