Houston may start paying off some of it's residents' credit card balances to help people raise their credit score so they can get a house!    I seem to recall that artifically helping low-income people buy a home can actually be a bad thing. But then again, maybe that's just me.     Is this what it feels like to live in Bizarro world?

That is funny considering FICO is/has redone their scoring. Basically the point was to take the border cases and bump them up giving less negative scoring to the occasional credit misstep while getting harsher on those who are consistently late on payments.
