Cops, Firefighters, Public Employees, etc - Anyone focus on these areas?

I was wondering if anyone has a practice that focuses on police, firefighters, teachers and other city and county employees.  I know that they have lump sum options when they retire.  I was wondering for those that do target these folks, how do  you market to them?  What has worked?  Who do you talk to?  Do you do seminars?  etc?  I appreciate any info you may have.  Thanks!
